Hat tip to Brent for this article. It raises more questions than it answers. Is university for everyone a good goal for a association or an economy? Do all college experiences lead to higher earnings for graduates or just some? Should there be a trade or technical academy seek for some HS grads?
The article also forgets mention that New York is not even allowed to compete for Race to the Top cash since of the NY unions putting the kibosh on charter schools and using data to appraise teachers.

But the real revolution tucked away in the Race to the Top guidelines released by the Department of Education last month is that high school has a new mission. No longer is it enough just to graduate students or even prepare them for college. Schools must now show how they increase both college enrollment and the number of students who complete at least a year of college. In other words high schools must now focus on grade 13.
